The Maryland Energy Administration (MEA) is investing in Maryland families through its Residential Energy Equity Program, helping income-qualified homeowners make their homes more comfortable and affordable with energy efficiency and electrification upgrades, at no upfront cost.
As your energy bills continue to increase, it's critical to find ways to reduce monthly utility expenses and make your home more comfortable. This program was created to help make that possible. Through State-supported funding, eligible homeowners may qualify for $0-cost home energy efficiency and electrification upgrades, based on a professional home energy audit, that cut wasted energy and lower your utility bills.
Opportunities like this are limited and highly competitive. Funding is available for a select number of households, and participation is based on eligibility, home condition, and program requirements.

Fill out the short eligibility form below. It takes about 5 minutes. We confirm whether you preliminarily qualify and whether your home is in an eligible service area.
We verify income documents, confirm your home is within one of the program's service areas, review the program requirements with you, and share the agreements. Once this process is complete, you receive a final qualification approval.
A BPI-certified energy auditor performs a whole-home assessment, checking insulation, air leakage, heating and cooling, and more. From that, they build a prioritized list of the most cost-effective efficiency and electrification measures for your home, following the National Renewable Energy Laboratory's Standard Work Specifications.
Licensed contractors install the measures your audit identifies. Depending on your home, that can include air sealing, insulation, high-efficiency heating and cooling such as heat pumps, a heat pump water heater, and the electrical or health-and-safety work needed to install them safely. All of it is paid by the state grant, at $0 cost to you. The upgrades are yours to keep, with no ongoing payment or agreement.
This program serves Maryland homeowners with low-to-moderate income in two service areas. You may qualify if all of the following apply.
The home must be your primary residence. Single-family homes (attached or detached) and owner-occupied multifamily buildings of up to 4 units qualify — you just need to live in one of the units.
Total household income must be at or below the limits shown below, counting all household members' income before taxes.
